I found this video on how to install ALMALinux-8.3.
Perhaps it will help someone just starting out with ALMALinux and the rhel variants.
It doesn’t mention, but that is done using the DVD ISO. The boot ISO would not come with “Local media” as the installation source, you would have to get the network running and point to the repo.
