I installed almalinux9 on a windows 10 system. but when I run wsl -l in the powershell, It states no linux distributions installed

Which method do use for installing the WSL2 app of AlmaLinux OS 9?

In both scenario you need to open the AlmaLinux 9 app to do the installation of WSL2 distro. After that you should see the “AlmaLinuxOS-9” on the output of wsl -l
